These spinning barrels are called "Maniguruma". The Buddhist sutra (the "Bible" or "Koran" of Buddhism) is very difficult for normal people to read, so here they have been written on barrels. When you rotate all of the barrels on the way, you have read all the pages of the sutra within a minute. Easy!
